Higher education and research apprenticeships

This is an open-term employment contract aimed at the training and employment of young people, enabling them to obtain higher education qualifications (three-year degree, master's degree, Level I and II master's degree, PhD) or to carry out research activities.

The advanced training and research apprenticeship contract allows young people between the ages of 18 and 29 to combine work and study: it is possible to be employed by a company with an apprenticeship contract and at the same time obtain a degree or develop a research project.

This type of contract offers employers the opportunity to include in their workforce medium-high profiles with specialised skills, which can help bring innovation to companies and increase their productivity.

Applicability: all productive sectors, both public and private.

Duration: minimum 6 months, maximum 3 years. The contents and duration of the training are established in the Individual Training Plan on the basis of a memorandum of understanding between enterprise and University.

In Veneto there is an agreement between the Veneto Region, the Regional School Office for Veneto, Veneto Universities and social partners, which regulates the general criteria for the implementation of high level training and research apprenticeships, signed on 21 June 2016.

  Description

The maximum number of apprentices that the enterprise can employ is:

  • companies with 10 employees or more: 3 trainees for every 2 employees (TIND or TDET);
  • companies with 3 to 9 employees: 1 trainee for every skilled or qualified employee in service;
  • companies with up to 3 employees: maximum 3 trainees.

These provisions do not apply to craft enterprises, for which the provisions of Article 4 of Law 443/1985 apply.

Unless otherwise prescribed by law or by the CCNLs, trainees are excluded from the calculation of the numerical limits provided for by laws and collective agreements for the application of particular regulations and institutions (Legislative Decree 81/2005, Art. 47, para. 3).

The regulation of the apprenticeship contract is left to national collective agreements, in compliance with certain principles, including:

  1. written form of the contract
  2. drafting of the individual training plan
  3. the presence of a tutor or company contact person to assist the trainee with the aim of passing on the skills needed to carry out the work activities
  4. possibility of withdrawal at the end of the training period. If neither party exercises this option, the relationship continues for an indefinite period.

Companies that apply a CCNL that does not regulate apprenticeship 'may refer to a similar sector contractual regulation' for both the regulatory and economic profiles of the institution.

  Benefits for companies

Contribution and tax benefits

Expected contribution rate:

  • Companies with 10 or more employees: 10% of taxable salary;
  • Companies with less than 10 employees:
    - 1st year: 1.5%;
    - 2nd year: 3%;
    - following years: 10%.

The NASPI contribution and the supplementary contribution for compulsory insurance against involuntary unemployment (a total of 1.61%) must also be added to the contribution rate thus determined.

In the event of extension of the permanent contract, exemption from the payment of 50% of the employer's social security contributions - up to a maximum of € 3,000 on an annual basis - for a maximum period of 12 months and provided that the employee has not reached the age of 30 on the date of extension.

Salary benefits

  • Level of classification (Up to 2 levels below that of workers employed in jobs requiring the qualification for which the contract is intended);
  • Salary in % (Fixed in % compared to that of workers employed in jobs requiring the qualification for which the contract is aimed).

Regulation facilitations

  • Exclusion from the calculation of the numerical limits provided for particular institutes of law and collective agreement applied (e.g. Law 68/99);
  • No obligation to finalise contracts at the end of the training period.

Higher education and research apprenticeship - Research PhDs

This is an initiative involving close cooperation between universities and companies. The company proposes a research project agreed with the PhD course and targeted at young master's degree graduates no older than 29 (at the time of recruitment) interested in developing a research project within an industrial context.

The graduate follows a PhD course and at the same time is hired by the company with an apprenticeship contract for higher education and research. The apprenticeship contract with the company covers the duration of the doctoral student's training (3 years).

Graduates wishing to participate must apply to the competition for admission to the University of Padua's PhD programmes (cycle XXXVII).

Companies interested in hiring a PhD student must fill in and send the expression of interest by 18 March 2021 (PhD and Postgraduate Studies Office will then contact them) and sign the memorandum of understanding with the University, attaching the joint project, by 10 May 2021.

The joint project must be defined in agreement with a lecturer and/or the coordinator of the PhD course.

The contract of employment of the PhD trainee must be signed by 16 September 2021 and submitted by that same date to the PhD and Postgraduate Studies Office, PhD Sector, attaching the individual training plan.

The company commits to pay the University a contribution of € 2,500 per year by 31 January for the operating expenses of the PhD course.

The public call for applications for admission to PhD Courses for the academic year 2021/2022 - cycle XXXVII will be available on the page "Calls and Rankings" by the beginning of April 2021.

Courses are scheduled to start on 1 October 2021.

  PhD: benefits for companies

Contributive benefits

  • Contribution of 11.61% paid by the company and 5.84% paid by the trainee - tot. 17.45%;;
  • Per le imprese con meno di 10 dipendenti si applica:
    5.84% contribution rate for the apprentice
    First year of apprenticeship employer contribution rate 3.11% - tot. 8.95%;
    Second year of apprenticeship: employer contribution rate 4.61% - tot. 10.45%.
    Subsequent years: employer's contribution rate 11.61% - tot. 17.45%.
  • Confirmation incentive: maintenance of tax reduction for the year following the end of the apprenticeship period, in case of confirmation.

Salary benefits

Elimination of compensation for training outside the company;

  • reduction to 10% of the hourly wage for in-company training hours;
  • grading level (up to 2 levels lower than that of workers assigned to tasks requiring the same qualification).

Legal benefits

Workers employed under an apprenticeship contract are excluded from the numerical limits for the whole duration of the contract, as provided for by law and collective ccnl, (e.g. Law n. 68/1999).

Tax benefits

the company cost of the apprentice is excluded from the IRAP tax base.
