The Service Charter is a document, made public to users, in which the organisation declares the levels of service it intends to guarantee. The purpose of the Service Charter is to make the services provided as accessible and transparent as possible to users.

It was established by Law no. 273/1995. Other regulatory references are Legislative Decree no. 150/2009 (art. 13, paragraph 6, letter f) and art. 28) and Legislative Decree no. 33/2013 (art. 32).

On the subject of the Service Charter, several CIVIT (now ANAC) resolutions have been issued since 2010, with which the University of Padua has complied.
