The Erasmus+ Programme provides for the stipulation of inter-institutional agreements between the universities concerned in order to be able to start mobility.

With the signing of the agreement, the Universities agree to collaborate for the exchange of students and / or lecturers / administrative staff within the Erasmus+ syllabus.
Higher Education Institutions campused in a Programme Country also undertake to comply with the quality requirements of the Erasmus Charter for Higher Education (ECHE) for all organisational and management aspects of mobility and agree on a set of quantitative and qualitative measures to ensure the quality and impact of mobility.
For non-European Institutes, the ECHE is not required and the quality framework is defined exclusively through inter-institutional agreements.

Institutions from participating and partner countries are invited to sign the agreement once they have received confirmation that they can benefit from funding for international mobility and, in any case, before the mobility begins.
