The system of industrial relations is the instrument for building stable relations between public administrations and trade union bodies, based on the active and informed participation of all parties, on fairness and transparency of conduct, on constructive dialogue, on mutual regard for each other’s rights and obligations, as well as on the prevention and resolution of conflicts.

The main relational model is represented by supplementary bargaining, which is aimed at the conclusion of agreements that mutually bind the parties on specific matters identified by the national collective agreement. These agreements are the result of negotiation between the public delegation and the trade union delegation.

At our University, the public delegation is currently composed of the Vice-rector for Organisation and Budget, as delegate of the Rector, Antonio Parbonetti, and the Director General, Alberto Scuttari, who chair it, as well as the Head of the Human Resources Area, Tommaso Meacci, and the Head of the General and Legal Affairs Area, Maria Rosaria Falconetti.

The trade union delegation, on the other hand, is composed of the University RSU and the territorial representatives of the trade union organisations that are signatories to the current CCNL Education and Research agreement.

Meetings between the public delegation and the trade union delegation take place periodically and may also concern matters that are subject to consultation or information, in accordance with the rules laid down by the current CCNL.

The supplementary agreements currently in force or signed in previous years can be found in the Amministrazione trasparente section of this website.
