The departments of excellence represent an innovative intervention with strong financial support, provided for by Law 232 of 2016 (2017 Budget Law). The intervention aims to identify and finance, every five years and within the 14 CUN areas, the best 180 departments of state universities. These are departments that stand out for the quality of the research produced and for the quality of the development project, to which an annual budget of 271 million euros is allocated. 

Stages of selection.

On the basis of the Departmental Standardized Performance Indicator (ISPD), defined by ANVUR on the basis of the evaluations of the latest VQR 2011-2014, a preliminary ranking of the best 350 departments of state universities is drawn up; Within this ranking, each university presents, for a maximum of 15 departments, a five-year development project of the department, accompanied by a financial syllabus that includes staff recruitment, staff rewards, research infrastructures and highly qualified teaching and scientific activities.

The project is submitted to the evaluation of a Commission of seven members which, combining the score of the ISPD (maximum 70 points) and the evaluation of the projects (maximum score 30 points), draws up a final ranking of the 180 departments of excellence, also taking into account the maximum number of departments that can be financed for each of the 14 CUN areas (established by the Minister himself with the decree appointing the Commission).

Beneficiaries of funding.

The 180 selected departments will be able to count, in relation to the size quintile in which they are located, on a financial allocation ranging from 1.620 million euros per year to 1.080 million euros per year for five years. The departments of CUN areas 1 to 9 will also be assigned a budget of 250 thousand euros per year linked to research infrastructures. The achievement of the objectives set by the departmental project and the correct use of the allocated budget will be subject to final evaluation.

29 of the 32 departments of the University of Padova are included in the list published by the MUR of the 350 best departments of Italian state universities admitted to compete in the selection of the 180 departments of excellence for the five-year period 2023-2027.
