Memorandum of understanding between the University of Padua and the Ministry of Justice
The memorandum of understanding between the University of Padua and the Ministry of Justice - Department of Penitentiary Administration, regulates the collaboration between the two administrations to offer people detained in the penitentiary institutions of Triveneto, who are in possession of the necessary requirements, the opportunity to enroll in some degree courses of the University and, at the same time, commits:
- the University in orientation, tutoring and teaching activities aimed at detained students, as well as exemption from the payment of student contributions and facilitation with regard to book loans to them;
- the prison administration to ensure the availability of adequate spaces and equipment for training activities, preparing special sections.
Since 11 September 2019, the University of Padua has been part of the Cnupp (National University Conference of Penitentiary Poles), a body established at the Conference of Rectors of Italian Universities - Crui in April of the previous year, as a formal expression of the coordination of those responsible for university training activities in the penitentiary environment.
To date, the CNUPP counts the participation of twenty-four universities.
Among the main objectives that the CNUPP proposes there is, first of all, the protection and guarantee of the right to education for people detained or in external penal execution or subjected to other detention measures.
The CNUPP plays an important role of connection and comparison between the CRUI and the Ministry of Justice (Department of Penitentiary Administration, Department for Juvenile and Community Justice and their peripheral articulations) in order to outline the best practices to be implemented (also through the development of guidelines) to promote the usability of the right to education in the various Italian prisons.
Events and initiatives promoted by Cnupp
In July 2022, the University signed the agreement for the establishment and regulation of a territorial institutional network for the co-design and implementation of a project of services, interventions and actions concerning the social reintegration of subjects in external penal execution and probation, together with the Municipality of Padua, the Municipality of Venice, the Municipality of Rovigo and the Cà Foscari University of Venice; the leader of the agreement is the Interdistrict Office for External Penal Execution for Veneto, Friuli Venezia Giulia, Trentino Alto Adige/Sudtirol (Uiepe Venezia).
