Academic Senate of 15 September 2026

FFO 2026: first allocation (Ministerial Decree 980 of 29 July 2026)
The MUR has formalised the decree allocating the Ordinary Financing Fund (FFO) for 2026, earmarking total resources of 9.36 billion euros for state Universities and inter-university consortia (compared with 9.41 billion euros in 2025).
The first allocation (amounting to 8.32 billion euros, 88.4% of the total appropriation) is divided as follows:
- Base quota (standard cost per student and historical component) and supplementary base quota pursuant to Article 238, paragraph 5, of Decree-Law 34/2020 (promotion of research activity carried out by universities);
- Consolidation of the concluded extraordinary recruitment plans, resources for the enhancement of technical-administrative staff, and the contribution to universities in order to support the transition to the system of biennial salary increments for teaching staff;
- Performance-based quota;
- Equalisation measures;
- Extraordinary recruitment plans.
The University of Padua receives a total of 395.9 million euros, representing 4.76% of the system (+11.4 million euros compared with 2025). This effect is due almost exclusively to the performance-based quota.
This allocation is in line with budget forecasts.
2026 recruitment capacity (Ministerial Decree 1010 of 6 August 2026)
The University obtains a total endowment of 78.70 staffing points, corresponding to 4.62% of total resources and 114% of turnover (compared with a national average of 98%).
The allocations are substantially aligned with forecasts and make it possible to continue with the measures already approved, including during the plan adjustment phase by the Board of administration last July 2026, including those relating to the extraordinary recruitment plan for researchers provided for by Ministerial Decree 193/2026.
Quality of Teaching: new guidelines for monitoring all Degree Programmes
The document, drawn up by the Commission for the Quality Assurance of Teaching (CPQD), updates the previous regulatory framework by extending monitoring and self-assessment procedures to the entire range of first- and second-cycle academic programmes of the University. The model adopts the logic of continuous improvement (PDCA cycle – Plan-Do-Check-Act) and is fully consistent with ANVUR’s AVA 3 system and with the University guidelines for academic planning.
The monitoring system is based on a set of essential prerequisites (structural and feasibility aspects of the academic programmes) and requirements (dimensions relating to the quality of the academic programmes, the student experience, the sustainability of teaching, the regular progression of careers and, where applicable, internationalisation and distance learning), assessed through specific quantitative indicators.
The review follows two pathways depending on the course’s life cycle.
Recently established courses (established no fewer than four and no more than seven years ago – which have not yet completed their verification process):
- are subject to specific monitoring (intermediate and final, or a single review for single-cycle master’s degree courses), aimed at verifying the achievement of the objectives that motivated their activation and the trend of the main dimensions relating to attractiveness, sustainability and the regular progression of careers;
- in addition to quantitative data, students’ views will also be taken into account through hearings.
Established courses (set up more than seven years ago):
- multi-year monitoring;
- initial check-up phase and identification of critical degree programmes;
- in-progress monitoring phase of the degree programmes identified as “critical” (when at least one of the prerequisites is critical or when the overall score, calculated as the sum of the weights associated with the critical requirements, reaches or exceeds the envisaged threshold);
- final verification of the outcomes of the monitoring and of any improvement actions undertaken.
The outcome of the monitoring and any opinions of the CPQD feed into the Report on the monitoring of the academic programmes, prepared annually to support the resolutions of the Academic Senate and the Board of administration as part of the annual degree programme activation process and the assessments of the Evaluation Group.
Renewal of the University Evaluation Group
The membership of the body, responsible for evaluating the quality and effectiveness of the course catalogue and research activity, for enhancing structures and staff, and for verifying the proper functioning of administrative action, while operating in coordination with the internal governing bodies and with ANVUR, has been renewed for the three-year period 2026–2029, following a favourable opinion from the Board of administration, with the following composition:
- Coordinator: Prof. Matteo Turri (reappointed);
- Internal members: Prof. Luigi Castelli and Prof.ssa Francesca Soramel (reappointed), Prof.ssa Giovanna Boccuzzo;
- External members: Dott.ssa Loredana Segreto and Prof.ssa Elisa D'Alterio (reappointed), Prof. Tommaso Agasisti;
- Student representation: Noemi Alba and Angelica Gallo (already in office with a two-year term until 2027).
