Memorandum of Understanding and National Agreements

The memorandum of understanding between the University of Padua and the Italian Ministry of Justice - Department of Penitentiary Administration, regulates the cooperation between the two administrations in order to offer persons detained in the Triveneto penitentiary institutes, who meet the necessary requirements, the opportunity of enrolling in certain degree courses at the University and, at the same time, is binding upon:

  • the University as regards orientation, tutoring and teaching activities for detained students, as well as exemption from student fees and facilitation of book loans to such students;
  • the prison administration as regards ensuring the provision of adequate space and equipment for training activities by setting up special sections. 

Since 11 September 2019, the University of Padua has been a member of the CNUPP (Italian National Conference of University Prison Hubs), a body established at the CRUI as a formal expression of the coordination of those responsible for university training activities in the prison environment.
The CNUPP’s main objectives include, first and foremost, protecting and guaranteeing the right to study for persons detained or on licence or subject to other detention measures.


In July 2022 the University of Padua signed an Agreement for the establishment and regulation of a territorial institutional network for the co-planning and implementation of a project of services, measures and actions concerning the social reintegration of persons on licence and on probation, together with the Municipality of Padua, the Municipality of Venice, the Municipality of Rovigo and the Ca’ Foscari University of Venice; the lead party to the agreement is the Interdistrict Office for External Criminal Execution for Veneto, Friuli-Venezia Giulia and Trentino-Alto Adige/Sudtirol (UIEPE Venice).
