Italian Universities for Palestinian Students – Iupals
IUPALS 2025 is closed. For the 2026-27 academic year, a new edition is not expected to be released.
The University of Padova offers up to four scholarships to support Palestinian students residing in the Palestinian territories through the Italian Universities for Palestinian Students (IUPALS) initiative, coordinated by the Conference of Italian Rectors (CRUI), with the collaboration of the Ministry of Foreign Affairs and International Cooperation, the Ministry of University and Research and the Consulate General of Italy in Jerusalem.
Amount of the scholarship and benefits included: € 12,000 per year (gross recipient) + exemption from university fees. The scholarship also includes
- the provision of accommodation;
- access to the catering service at ESU canteens and affiliated facilities;
- coverage of health insurance costs.
Duration: three years for students enrolled in degree courses; two years for students enrolled in master's degree programmes
Admission requirements: candidates must:
- have Palestinian citizenship and be resident in the Palestinian territories;
- be in possession or about to obtain a secondary school diploma (for those who intend to enrol in a first-cycle/Bachelor's degree course or single-cycle master's degree) or a degree (for those who intend to enrol in a second-cycle/Master's degree course) and valid for access to the Italian university system;
- be already admitted during the ordinary selections;
OR
- apply to one or more University degree programmes in English and Italian with open access and be eligible for admission as part of the extraordinary selection.
How to apply: students must apply through the apply.unipd.it portal as part of the extraordinary selection call for the University's open-access degree programmes starting from 2 June and no later than 11.59 pm (Italian time) on 2 July 2025. It is possible to apply for up to a maximum of three courses of study. Exceptionally, the payment of the application fee will not be required.
Award criteria: scholarships are awarded on the basis of criteria of academic merit, language competence, motivation and proven risk situation. In the event of a tie, preference will be given to female candidates and younger candidates.
Results of the award: The results of the selection and assignment of scholarships are published on this page and on the dedicated section of the website www.crui.it starting from 21 July 2025.
Deadline: 11.59 pm (Italian time) on 2 July 2025.
The CRUI, in collaboration with some Italian universities participating in the project, offers an Italian language and culture course before the start of academic courses in Italy and specially organized as part of the project.
When: from 3 June to 30 October 2025, for a total duration of five months.
Where: Holy Land schools in Bethlehem and Ramallah.
How to apply: the procedures for enrolment the course are indicated on the dedicated page on the www.crui.it website.
At the end of the course, a document is issued describing the path followed and the skills acquired.
