The Public Administration streamlines procedures: certificates are replaced by self-certifications if they are intended for public administrations and private managers of public services.
Here is what changes according to the provisions of art. 15 of Law no. 183/2011:
from 1 January 2012, Public Administrations - including Universities - and private entities managing public services, can no longer request or accept from private individuals certificates produced by Public Administration Offices. If they did, they would be violating their official duties.
In these cases, the user must self-certify that he or she meets the requirements.
Self-certification becomes an advantage for those who study, who no longer have to spend time and money on certificates. It will be the responsibility of the Offices that receive the self-certifications to carry out the verification and verification of the data contained therein. Severe penalties are provided for those who declare falsely (Article 76 of Presidential Decree 445/2000).
The only certificates that can be issued are those used in relations between PRIVATE INDIVIDUALS, on which the wording is therefore reported: "This certificate cannot be produced to the bodies of the public administration or to private managers of public services" and issued on legal paper.
To self-certify, all you need is an recognition document and the completion of the appropriate form. No expense.
