Submission of certifications and benefits for people with disabilities

The documentation must be sent by email to inclusione.studenti@unipd.it, in a single PDF file containing all pages conforming to the original.

Certifications required by current legislation:

• Civil disability certificate;
• Report pursuant to Law no. 104 of 1992;

• Valid DSA diagnostic certification issued by the National Health Service or by an accredited private body, indicating the nosographic code (for example F81.0) and, where applicable, the accreditation number of the institution. The certification must have been issued after reaching the age of majority or no more than 3 years earlier (in this case, it will be necessary to submit a valid and updated diagnostic certification upon reaching the age of eighteen, by September 30 of the academic year of enrolment).

Only for the admission test phase, it is possible to submit certifications issued for upper secondary school.

The University of Padua has chosen to offer support for learning, teaching and social interaction also to female and male students in possession of the following documentation:

• Documentation for other needs for personalized support (for example ADHD, autism spectrum disorders, communication disorders, etc.). The diagnosis must indicate the diagnostic label, the nosographic code of the disorder and any ongoing treatments. It is advisable to attach the current functioning profile and learning status clearly showing the negative impact on the academic path and/or on social participation.
  The diagnosis must have been issued after reaching the age of majority or no more than 3 years earlier (in this case, it will be necessary to submit an updated diagnosis upon reaching the age of eighteen, by September 30 of the academic year of enrolment).
• Documentation for other support needs related to psychological well-being (for example depression, anxiety, eating disorders and other conditions that may change over time, including complete remission). The assessment must certify the negative impact on the academic path and/or on social participation. Updated documentation must then be submitted at the beginning of each academic year.
• Medical certificate proving a serious health condition, even if temporary. We ask that the documentation be issued by an SSN specialist. Updated documentation must then be submitted every academic year. The documentation must clearly show that the condition described has repercussions on the University path.
• International certifications certifying disability status, DSA, BES or other health conditions, issued in the country of residence, accompanied by a translation, sworn or certified by the Italian diplomatic representations, conforming to the original text, in Italian or in English. If legalization is not required by international regulations (for example for European Union countries), certification in Italian or English, drawn up on headed paper and signed by the competent physician, is sufficient.

Specific fee waivers are reserved for students with disabilities enrolled in degree programmes, PhD and specialization schools, with a disability officially recognized by the S.S.N. Commissions as higher than 50%, or with disability status recognized pursuant to Article 3 of Law no. 104 of 5 February 1992.

To obtain the fee waiver (and possibly a refund of any student fees already paid in excess) it is necessary to send valid civil disability and/or 104/1992 documentation to the following email address by 30 September of the academic year for which it is requested: inclusione.studenti@unipd.it.

Once the fee waiver has been confirmed, the student fee reduction benefits are automatically applied for all subsequent academic years. If the documentation submitted is subject to review, or if there is a change in the disability percentage assigned by the competent commissions, it is necessary to send the updated documentation to inclusione.studenti@unipd.it as soon as possible and in any case no later than 30 September of the current academic year.

Regional scholarships are awarded through an annual call for applications based on income and merit criteria.
In the case of a disability equal to or greater than 66% recognized by the Servizio Sanitario Nazionale, or a disability recognized under art. 3, paragraph 1, of Law no. 104 of February 5, 1992, students enrolled in bachelor’s, master’s, and single-cycle degree courses are entitled to benefit from differentiated merit criteria for the granting of benefits, which are provided for a higher number of semesters than for students without disabilities.

ESU di Padua provides dedicated accommodation places for female and male students with motor disabilities, an equipped bathroom, and the possibility of hosting their companions, as well as two smart housing units. Accommodation is also available for female and male students with visual disabilities (with tactile signage, the possibility of hosting a guide dog and having a companion) and for female and male students with hearing disabilities (equipped with visual alerts).
