Healthcare - non-EU students

The private insurance contract can be stipulated both in Italy and abroad with any insurance company as long as it has the following requirements:

• validity in Italy;
• coverage of all risks of illness;
• coverage of health expenses for at least 30,000 euros;
• coverage of emergency medical evacuation and repatriation of the body;
• duration equal to the period of stay in Italy, with indication of the start and expiry;
• clear indications for the request for reimbursement;
• legal translation into Italian, if it is a policy taken out in the country of origin;
• a national office campus in Italy to be contacted in case of emergency.

If you are covered by private insurance, you should inquire directly with the insurance company about the conditions of use of the insurance, e.g. if there is a procedure to follow to obtain health care, if you need to pay medical expenses and then claim reimbursement, what medical expenses are covered, etc.

The University of Padova or the ULSS do not provide any type of information or assistance on the use of private insurance.

The voluntary enrolment gives the right to health care, on an equal footing with the Italian citizen, is valid for the calendar year (1 January - 31 December), cannot be divided and does not have retroactive effect.

To register with the National Health Service, it is necessary to contact the nearest Social Health District of ULSS 6 Euganea:

• Tax identification number;
• certificate of residence or certification of actual residence or declaration of hospitality;
• self-certification of enrolment in the degree course;
• self-certification of not having income other than scholarships or subsidies;

If you have an EHIC because you live in a European country, you must check that your card is valid:

• for abroad (the section/side relating to European healthcare must be filled in with personal data);
• for the entire period of stay in Italy.

The EHIC is designed to allow, for periods of temporary stay, direct access to the National Health Service for "urgent and necessary care" (for example, free visits to all general practitioners, access to hospitals or affiliated health centres for specialist visits, laboratory tests, instrumental diagnostics by paying the ticket). The general objective is to ensure assistance that allows the continuation of the stay.

The card only covers events that took place on site and does not cover any private health care costs, which are subject to a fee.

If the card has an upcoming expiration date, it is advisable to proceed with the renewal before leaving the country of residence and possibly, if the document is not ready in time, to bring the provisional replacement certificate with you.

The EHIC of another European country does not give the right to exemptions except for certain therapies, the list of which is periodically updated by the European Commission, including for example: renal dialysis, oxygen therapy, special treatment of asthma, echocardiography in case of chronic autoimmune diseases, chemotherapy.

If you wish to take advantage of the same exemptions existing in the European country that issued the EHIC, you must move your residence to Italy, after being issued by the health institution of your country:

• the documentation necessary to certify the pathology
• the S1 form which gives the right to health care, with the same number of resident Italian citizens, through mandatory enrolment in the National Health Service to be carried out at the dedicated ULSS 6 Desk in Palazzo Bo' (by appointment via this link) or at the nearest Social Health District of ULSS 6 Euganea (for more information read the section "Stays over 12 months").

If you do not want to transfer your residence to Italy, with the EHIC any general practitioner can prescribe therapies and visits with a red prescription, but the exemptions will not be valid (except for the cases mentioned above) and it will be necessary to pay for the services via ticket.

If you anticipate the need to take advantage of regular therapies during your stay, you must contact the facility where they will be carried out in Italy well in advance, before arrival, to confirm the reservation and send a medical report to make sure that they are actually feasible.

Students belonging to countries with which there are agreements  enjoy health coverage with the National Health Service thanks to the forms for temporary stay issued by the competent health institutions of the country of origin.

The following is a list of the States in the Convention and the relevant form to be requested:

• Argentina – mod. I-RA1 (dependent student of pensioner)
• Australia - Medicare card (valid only for six months from entry into Italy)
• Brazil - mod. I/B 2
• Cape Verde – mod. 111 (dependent student of pensioner)
•  Croatia - mod. 111
• Bosnia and Herzegovina, Macedonia, Serbia and Montenegro - mod. OBR 7
• Principality of Monaco - mod. I/MC 8
• Republic of San Marino - mod. I/SMAR 8

These forms must be submitted, before requesting health services, to the International Relations Office of the ULSS, which issues a form that must be shown whenever health services are needed and gives direct access to the National Health Service for "urgent and necessary care" (for example, free visits to all general practitioners, access to hospitals or affiliated health centers for specialist visits, laboratory tests, instrumental diagnostics by paying the ticket). The general objective is to guarantee assistance that allows the student to continue his or her stay. The card only covers events that took place on site and does not cover any private health care costs, which are subject to a fee. For planned treatments and elective treatments, it is necessary to be authorized by the competent institution of the country of origin which will issue the appropriate form.

Alternatively, it is possible to make voluntary enrolment to the National Health Service with the methods indicated above.

In order to have access to the National Health System, international students who also have Italian citizenship must establish their residence in Italy or purchase private insurance coverage.

In case of discomfort, it is necessary to go to a General Practitioner (General Practitioner) of any Social Health District present in the territory of the Health Unit No. 6 or, if you have voluntarily registered with the National Health Service, to the one that has been assigned.

Only in the case of serious emergencies is it possible to go to the nearest emergency room .

On arrival, a code is assigned based on the urgency of the service:

• code red: very critical, life-threatening, top priority, immediate access to care;
• yellow code: medium critical, presence of evolutionary risk, possible danger to life;
• green code: not very critical, absence of evolutionary risks, deferrable services;
• code white: non-critical, non-urgent patients.

To access the Emergency Room, you must bring:

• identity document or passport;
• EHIC card or form issued by the Social Health District (for students belonging to the States in Convention), a valid health insurance, or the health card if registered with the National Health Service.

The telephone number for health emergencies is 118.

At the time of enrolment in the National Health Service, it is possible to choose your General Practitioner (general practitioner), available at certain times of the week for general medical examinations at an outpatient clinic near your home.

The general practitioner can issue prescriptions for drugs and specialist visits, as well as medical certificates (e.g. for visas).

For medical certificates of fitness for sports activities, it is preferable to contact a sports medicine center.

In Italy, drugs can be:

• without a prescription, i.e. they can be used without the intervention of a doctor for diagnosis, prescription and surveillance in treatment to treat transient or minor ailments. They are on sale at pharmacies, parapharmacies and some supermarkets.
• subject to medical prescription, i.e. medicines that must be prescribed by the doctor.

In the case of special therapies followed in your country of origin, before departure you must check the availability of drugs in Italy and bring your doctor's prescription with you.

Specialist visits and diagnostic tests are prescribed by the general practitioner. To book them, it is preferable to go in person to the Single Booking Center:

When booking, you must pay attention to the campus of the clinic/hospital where the visit will be held, because an appointment outside Padova may be assigned.

Specialist services and diagnostic tests in Italy are subject to payment of the ticket, except if you are a beneficiary of exemption.
