Action 2: Partnerships between European and Third Country higher education institutions

Attention to developing countries has risen considerably thanks to Erasmus Mundus Action 2 (former External Cooperation Window), the European Commission programme designed to foster institutional cooperation in the field of Higher Education between the European Union and Third-countries through a mobility scheme addressing student and academic exchanges for the purpose of studying, teaching, training and research.

Participating countries are grouped together in geographical areas called lots. Each lot is coordinated by a European University and offers scholarships for mobility periods in that geographical area.

The University of Padova has coordinated four of them: BAPEARTESSPRECIOSA and SILKROUTE – the latter is still ongoing). These projects have enabled the University of Padova to expand its network of international relationships to Asia and Latin America.

The last EU call for applications aimed at funding Erasmus Mundus – Action 2 partnerships was in 2014.

Al-Idrisi, A scholarship scheme for exchange and cooperation between Europe and North Africa , is a partnership for Lot 1 (Algeria, Egypt, Ligya, Morocco, Tunisia) that will establish an active institution-based mobility network among 19 North African and EU partner universities and 6 associate universities supported by 3 associate institutions and the Ministries of Higher Education in the region. The project focuses on regional needs in North Africa and the development of specific and relevant areas that were defined by the partners. It will also provide improved education and training opportunities for vulnerable groups and socio- economically disadvantaged students and promote equal access to higher education for students from less developed areas.
The Consortium is coordinated by Universidad de Granada (Spain) and co-coordinated by Université Hassan 1er, Settat (Morocco)

SILKROUTE – SILK ROad Universities Towards Europe
The SILKROUTE Project will offer 113 scholarships from Central Asia to Europe for Undergraduate, Master, Doctoral, Post Doctoral and Staff (both academic and administrative) levels, in a wide variety of study fields. A small number of mobility flows is also envisaged from the EU to Central Asia. The project aims to deepen the already existing cooperation among some partners of the consortium, creating a new multilateral network among EU and CA universities, providing a window of opportunities to set up more comprehensive forms of academic cooperation, both between the EU and CA and within the CA region itself. Such an internal objective - to reinforce the HE regional system - is therefore coupled with an external goal, i.e. to increase the role of HEIs in promoting the social and economic development of the region.
The Consortium is coordinated by the University of Padova and co-coordinated by the Al-Farabi Kazakh National University.

AMIDILA , Academic mobility for inclusive development in Latin America, is a mobility scheme for students, scholars and academic staff from Central and Latin American and European universities under the framework of inclusive development. Its specific objective is to award 203 scholarships, thus contributing to the improvement of the academic education of human resources in Central and Latin America; - to the increase of access rates to the universities studies of vulnerable and disadvantaged groups in Central and Latin America; - to increase the academic exchange and knowledge sharing between the EU and the Central and Latin America universities.
AMIDILA is coordinated by the University of Bologna (Italy), co-coordinated by the Universidad Centroamericana (Nicaragua) and implemented by a partnership of 20 Higher Education Institutions, 9 EU universities and 11 Latin and Central America universities from the following countries: Argentina, Brazil, Chile, Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua.
